赵辉煌，院长，博士，教授，硕士生导师。英国Cardiff University博士后，湖南大学机器人视觉感知与控制技术国家工程实验室研究员，湖南大学博士后（合作导师：王耀南院士），美国University of Texas Rio Grande Valley访问学者，湖南省青年骨干教师，衡阳市“青年科技人才”托举计划入选者，IEEE会员，湖南省人工智能学会理事，湖南省计算机学会理事，衡阳师范学院“英才计划”支持对象，湖南省优秀研究生导师，获第18届衡阳市“青年五四奖章”提名奖。

（2）科学研究：
主要从事人工智能、图形图像处理和模式识别等方面的研究。主持并完成国家自然科学基金2项、教育部项目1项、湖南省自然科学基金3项、全国重点实验室开放课题基金2项、湖南省教育厅项目3项和多项市级课题。以第一完成人获得省级奖励3项。在《IEEE Transactions on Multimedia》《IEEE Transactions on Intelligent Transportation Systems》《Pattern Recognition》等国内外期刊发表学术论文60余篇，其中SCI/EI收录论文50多篇（包括原中科院一区期刊10多篇），申请发明专利6项，申请软件著作权20多项。
（3）教育教学
获湖南省高校教师信息化教学竞赛二等奖1项；主持湖南省教育科学“十三五”规划课题1项、主持湖南省教学改革研究项目2项，主持湖南省研究生精品课程1项；指导学生软件开发和科技创新工作，指导学生主持省级创新项目3项，指导学生在省级以上竞赛中获奖20多项，其中一等奖6项。
